I know from experience that not all do. While some jurisdictions, such as the District of Columbia encourage unbundling and have even set up landlord-tenant clinics and such, the Commonwealth of Virginia and, consequently, the Federal District Court for the Eastern District of Virginia, do not. It is not enough to rely on the ABA list of jurisdictions. You don't want to start your new year hauled up before a certain notorious federal judge.
